Taiwan Lowers Epidemic Control Restrictions to Level 2 from July 27th

Taiwan’s Cabinet announced on July 23rd that the country will lower its Level 3 epidemic control restrictions to Level 2 starting from July 27th until August 9th. The Central Epidemic Command Center (CECC) have given new guidelines for businesses, venues, and industries that will open up or remain closed. All ministries and committees must follow the 6 basics principles of these new guidelines. Local governments may make adjustments based on regional circumstances as long as they make the regulations clear to the public.

 

Level 2 general principles:

  1. Apart from eating and drinking, people must wear masks at all times when going out.
  2. Implementation of real-name registration.
  3. Maintain a socially safe distance.
  4. Crowd control in business and public areas: social distance of at least 1.5 meters in indoor spaces and 1 meter in outdoor spaces.
  5. The maximum crowd size: under 50 people indoors and 100 people outdoors.
  6. Places with indoor dining must follow Ministry of Health and Welfare regulations.

 

Wedding banquets and public memorial services are allowed:

  1. Public memorial services shall abide by epidemic prevention and control regulations issued by the Ministry of Interior.
  2. Every partitioned-off area at a wedding banquet must abide by the epidemic prevention rule of 50 or fewer people indoors and 100 or fewer people outdoors; guests must follow guidelines on dining, and toasting each table is not allowed.

 

Venues that remain closed under the Level 2 epidemic alert:

  1. Leisure and entertainment venues: singing and dance venues, nightclubs, bars and clubs, KTVs, MTVs, beauty parlors (tourist parlors and audio-video parlors), arcades, video game arcades, Internet cafes, majiang clubs, board game cafes, and other similar venues.
  2. Educational facilities and venues: community colleges (registration for fall term classes is open, but in-person classes are suspended), senior learning centers, study centers, swimming pools, and other similar venues.

Taiwan tightens health monitoring measures for individuals entering Taiwan by airport/port due to the spread of Delta variant globally.

The Central Epidemic Command Center (CECC) announced on July 1 that beginning on July 2 (time of arrival in Taiwan), it has tightened health monitoring measures for individuals entering Taiwan by airport/port. Below are the details: –

 

  1. Arriving travellers who have visited key high-risk countries in the past 14 days, after they enter Taiwan via airport or port, will be required to quarantine in group quarantine facilities for 14 days, with accommodation fees paid by the government, and undergo PCR tests for COVID-19 upon checking in at group quarantine facilities and at the end of their quarantine period. Furthermore, such travellers will be required to take a rapid home test between the 10th day and 12th day of their quarantine period.
  2. Arriving travellers who have not visited key high-risk countries in the past 14 days will be required to take a deep-throat saliva test and a PCR test upon arrival at an airport or a port in Taiwan and to take a quarantine vehicle to a quarantine hotel or a group quarantine facility where they plan to complete quarantine at their own expense for the 14-day quarantine after taking the tests; such travellers shall also undergo a PCR test before the end of their quarantine (between the 12th and 14th day of the quarantine period) and take a rapid home test between the 10th day and 12th day of their quarantine period.
  3. All arriving travellers testing positive for COVID-19 will be subjected to genome sequencing.
